Regional directors approve contract
Area waste heads to United States

Powell River Regional District directors approved a contract to export the area’s waste to the United States at the October 22 board meeting.
Directors voted to enter into a contract with the Regional Disposal Company to transport and dispose of solid waste at the Roosevelt regional landfill in Roosevelt, Washington.
The total cost per tonne is projected to be $143, with the Canadian dollar at 93 cents. Staff also provided costs if the Canadian dollar decreases in value: $153 per tonne if it’s at 80 cents and $177 per tonne with a 60-cent Canadian dollar. The cost includes an estimate for how much it will cost to transport the waste from Powell River to Surrey.
“Contrary to what the Bank of Canada’s governor wants, we want the dollar to go up,” said Colin Palmer, regional district board chair.
The regional district has a contract with Metro Vancouver, which ships the waste to a landfill in Cache Creek. That contract is up at the end of the year and Metro Vancouver told the regional district it would not renegotiate a new one. The cost per tonne now is $182.
BC’s throne speech, delivered on August 26, included a statement that the province intended to prohibit international waste export. But regional district staff consulted with the province and was advised that the regional district may enter into a contract with the Regional Disposal Company because the regional solid waste management plan already provides for international waste export. No plan amendment is required. The regional district is in the process of updating its plan.
