Sand and gravel/quarry operations in Saint Vincent Bay, emergency solid waste disposal and Myrtle Pond water system area discussed at board meeting

No objection
qathet Regional District’s board will advise the provincial ministry of energy, mines and low carbon innovation that it has no objection to the notice of work for a sand and gravel/quarry operations Mines Act amendment at a property in Saint Vincent Bay in Electoral Area C.

Conditions are that where practical, the applicant be encouraged to minimize visibility of the mining activity from the ocean by maintaining screening of brush and standing timber along the shoreline. Where practical, the applicant should be encouraged to perform an ongoing restoration and rehabilitation of the land.

Contract agreement
The board will direct staff to engage with neighbouring regional districts to develop a contract agreement for emergency solid waste disposal. A staff report stated that there are no approved landfill disposal sites within qRD, so having a pre-authorized agreement in place for alternative waste disposal helps to set the path for proactive emergency preparedness.

The staff report indicated that with the number of trailers typically held within the region for transferring solid waste to Washington State, there would be less than a week’s capacity to hold and store waste.

Boards approved
Staff will be directed to construct and install information signage/bulletin boards at three locations within the Myrtle Pond water system area. According to a staff report, the boards will indicate the water conservation stage and will be a good communication tool with residents.

Installing the boards at three mailbox locations within the service area will let residents know what phase of water restriction they may be in, saving time as door-to-door messaging is time consuming. Cost of the signs is budgeted at $2,800.
