Wants extension
qathet Regional District (qRD) staff will be directed to complete negotiations of a one-year extension of the current agreement with Republic Services for transportation and disposal of municipal solid waste, and that staff be authorized to sign the agreement. According to a staff report presented at the regional district board meeting on on October 25, qRD last extended the current contract in 2021 with an end date of December 31, 2023.
The agreement and service for transportation and disposal of municipal solid waste provided by Republic Services, formerly Rabanco, has been satisfactory, according to the report. The master agreement was entered into in October 2009.
The report states that Republic Services only wants to negotiate a one-year extension to the current agreement because Port of Vancouver is closing the intermodal site in 2025 for maintenance and Republic Services is working on a replacement site, according to the report.
Purchasing bylaw
The board passed a delegation of purchasing authority bylaw that raises the limits of purchases that can be made by staff without regional board approval. The board also directed staff to prepare an annual report on any spending above $75,000 that occurred throughout the year.
Sewer bylaws
Two Lund sewer bylaws were passed at the regional board meeting. The first was the Lund sewerage local services amendment bylaw, and the second was the Lund sewer users rates amendments bylaw. According to the local services amendment bylaw, the maximum amount that may be requisitioned annually by parcel tax for the sewer service is $65,635. According to the sewer users rates bylaw, increases in rates will be 10 per cent in 2024, and five per cent per year in 2025 to 2028.
Water bylaws
There were a pair of Myrtle Point water service bylaws passed by the regional board. The first was the Myrtle Pond water services area amendment bylaw, which states the maximum amount that may be requisitioned annually by parcel tax for the service shall be $60,581. According to the Myrtle Pond local area water system rates and regulations amendment bylaw, the minimum fees for service will go up by 10 per cent in 2024, and five per cent annually from 2025 to 2028.
Cemetery fees
qathet Regional District cemetery regulation amendment bylaw was passed by the regional board. The bylaw stipulates a schedule of fees for both the Powell River Regional and Texada Island cemeteries.
