City council briefs: inclusion Powell River permit; Development cost bylaw

Approves permit

City of Powell River Council has approved a development variance permit for a property owned by inclusion Powell River (iPR), in Cranberry, on Artaban Street.

At the August 20 council meeting, council voted unanimously for the variance permit, allowing for the subdivision and development of one new parcel. The variance includes street lighting, curb, gutter, sidewalk and underground power requirements.

According to a staff report at the July 2 council meeting, iPR was looking to provide a new group home to provide care for a client with challenging needs. The report stated to achieve this, iPR had applied for a subdivision application to create a duplex-sized lot, a building permit application to allow for construction of the home and a development variance permit to relax a number of works and services conditions covered by the infrastructure design and construction bylaw.

Councillor Rob Southcott said iPR was seeking consistency with the services already in existence on Artaban Street.

Third reading

Council gave third reading to its development cost charge bylaw.

The bylaw had been given second and third reading on February 6, 2020, and was directed to the provincial inspector of municipalities for review. The document was returned to the city with some recommendations for changes by the inspector. At the August 20 council meeting, councillors rescinded the previous third reading, adopted changes recommended by the inspector, and gave a new third reading to the development cost charge bylaw. It will again be referred to the inspector for consideration.

Councillor George Doubt said he was assuming that when council passes the motions that the inspector will be happy with them because all of these changes were required by that same inspector.

The bylaw imposes development cost charges for the capital cost of providing, altering or expanding infrastructure and parkland improvements in the city.

Under the bylaw, if it passes, the cost for sanitary sewer, water, drainage, roads and park improvement for a single family dwelling will be $9,500. For a townhouse or duplex, the cost will be $6,801, for an apartment, condo or trailer, the cost will be $5,144, and for commercial and institutional, $73.71 per square metre.
