City of Powell River council has adopted a sustainable official community plan bylaw amendment and a zoning bylaw amendment for lot 13 Boswell Street.
At the June 3 city council meeting, councillor Rob Southcott said this lot is directly north of the City Transfer lot. He said the official community plan amendment is to change the property from urban residential low density to employment centre. He said there are a number of covenants attached to the amendment relating to a very narrow definition of what will be allowed there.
“Essentially, it’s going to be dry storage,” said Southcott. “There will be no [refrigerated] trucks, no extra noise, no extra dust. There was extensive consultation with the neighbours and there has been a satisfactory outcome where a representative of that neighbourhood assured us the neighbourhood was happy with this outcome.”
Regarding the zoning bylaw amendment, the property has gone from an R2 single and two-family to an M1 general industrial designation to permit the use proposed by the proponent.
A sustainable official community plan bylaw amendment and zoning bylaw amendment for Blueberry Commons Farm Cooperative was read a second time at city council and directed to proceed to public hearing, likely on July 15.
According to a staff report, on February 16, staff presented a report to committee of the whole that proposed amendments to City of Powell River Sustainable Community Plan Bylaw 2370, 2014 (SOCP) and the zoning from City of Powell River Zoning Bylaw 2100, 2006 (Zoning Bylaw) tied to the proposed development of a vacant parcel in the neighbourhood of Wildwood. The report stated that the applicant, Blueberry Commons Farm Cooperative, is a cooperative incorporated under the Cooperative Associations Act. The cooperative’s desire is to establish a co-housing residential development on one of the two adjacent acreages it purchased two years ago, according to the report, and the parcels are located on King Avenue north of Lois Street.
The report stated the proposed cohousing residential development is considered a multifamily development as it will house multiple dwelling units on the same property.
