Library bylaw passes first hurdle

Referendum result prompts vote on borrowing

City of Powell River Council unanimously passed the bylaw to authorize borrowing for a new library at Crossroads Village Shopping Centre.

Passage of the bylaw does not guarantee that a library will be built, however, nor does it initiate borrowing of funds.

At the Thursday, November 20, council meeting, Councillor Debbie Dee read a portion of the bylaw to council and the gallery. The narrative stated that it is deemed desirable and expedient to construct a new municipal public library to meet the community’s needs. The bylaw further states that the premises within Crossroads Village at 4801 Joyce Avenue are adequate to meet the community’s library requirements.

Dee said the estimated cost of constructing a new municipal public library at Crossroads Village including expenses incidental thereto, is $6 million, of which $3.5 million is the amount of debt intended to be borrowed by the bylaw.

She then moved Crossroads Village New Library Loan Authorization Bylaw 2391, 2014 be adopted. Councillor Myrna Leishman seconded the motion.

Mac Fraser, the city’s chief administrative officer, said adoption of the bylaw would empower council to proceed with borrowing but it does not actually initiate borrowing.
