Regional district supports dedicated funds

Powell River Regional District will send a letter to Denis Lebel, federal minister of infrastructure, communities and intergovernmental affairs, in support of the Federation of Canadian Municipalities’ call for a dedicated fund for wastewater treatment upgrades.

Closing office

The regional district has scheduled its holiday season office closures. The office will be closed from 4:30 pm on Friday, December 19, to 8:30 am on Monday, January 5, 2015.

Paving pathway

A recommendation from committee of the whole to ratify the contract with Capilano Highways to pave a pathway on the Texada Island Farmer's Market property was passed by the regional district, at its November 27 meeting. The board also stipulated that the budget be amended to allow for the work and for $9,000 from capital reserves to fund the project.

Awards contract

A contract to WJ Murphy to construct a covered extension to the caretaker residence at Shelter Point Park for a price of $14,000 was approved by the regional district. The district’s budget will be amended to allow for the projected capital cost of $16,800, with funding from the regional parks non-statutory reserve.

Approves application

The regional board concurs with the recommendation of the rural services committee to rescind the previous motion dated June 26, 2014, to approve an application for funding under the Strategic Priorities Fund on behalf of the Pine Tree Place Improvement District for a grant to offset the estimated $195,000 cost for water distribution upgrades. The board supports an application for funding under the Strategic Priorities Fund on behalf of the Pine Tree Place Improvement District for a grant to offset the estimated $291,790 cost for water distribution upgrades. If actual study costs exceed the estimate, the Pine Tree Place Improvement District shall be responsible for costs not covered by the grant.

Giving grants

The regional district will contribute $722 to the Powell River and District Christmas Cheer Committee. Funding will be allocated from available grants-in-aid of $250 from Electoral Area A, $222 from Electoral Area B, and $250 from Electoral Area C.

Providing money

There will be a contribution of a further $500 to the Powell River Action Centre Food Bank; and the funding will be distributed equally from electoral areas A and C.

Buying signs

Regional district board approval has been given for purchase of one road sign for Kirk Lake Road, and one road sign for Surprise Mountain Road, on Texada Island, from Capilano Highways, at a total cost of $900 plus tax, with funds coming from the 2014 house numbering budget.

Supports licence

Regional board directors concur with the recommendation of the planning committee to advise FrontCounter BC that the regional district has no objection to the application submitted by 0996184 BC Ltd. for a five-year licence of occupation for ocean energy investigative and monitoring phase purposes over a 239-hectare area of ocean located in the Sabine Channel, between southern Texada Island and Lasqueti Island.

Wants water

The regional district has no objection to the application submitted by Toba Montrose Hydro Inc. for a water licence to draw 3.79 cubic metres (1,000 gallons) of water per day from Montrose Creek for domestic purposes for the Montrose Creek Hydroelectric Facility, located on DL 2535 in Electoral Area A, on the condition that the proposed works will not have a negative environmental impact on Montrose Creek, Filer Creek or the Toba River, and that their existing licence, Water Licence File 2003523, is rescinded at the time of approval.

Renewing contract

There will be a renewal of the waste export contract with Regional Disposal Company for a further three-year term as per the October 22, 2009 original agreement with the Powell River Regional District, and the February 1, 2011 extension agreement, with no cost increase, no fuel levy/surcharge/increases, through and inclusive of December 31, 2017.

Sending correspondence

In support of the Powell River Board of Education, the regional district will send letters to: BC Ferries; Todd Stone, minister of transportation and infrastructure; Peter Fassbender, minister of education; and Premier Christy Clark in support of the board of education’s position on Powell River students receiving free travel on the ferries for school, sports and arts-related activities.

Generating money

There will be a budget amendment to reallocate $10,000 from operations to capital by the regional district to allow for the completion of the installation of the new generator at Malaspina Volunteer Fire Department No. 1 Fire Hall.
