Directors vote no on gravel pit subdivision

Powell River Regional District directors passed a motion to advise the ministry of transportation and infrastructure that the regional district does not support a proposed two-lot subdivision for a 15-hectare property located on Tomkinson Road in Area A. The intent of the subdivision is to separate the interests of the person who owns the property and the person who operates a gravel pit located on it.

The motion states the regional district is withholding support because the application fails to meet the 10 per cent frontage requirement and does not provide access to lands beyond the property. It also states the regional district will withhold support until the following are established: a restrictive covenant for the protection of watercourses in accordance with the riparian areas regulation; a 50-metre wide restrictive covenant split equally along the common boundary between the two proposed lots that would prohibit any gravel extraction or other industrial process associated with the operation of the gravel pit and the construction of, or addition to, any buildings or structures within the area; the installation or maintaining of a 30-metre wide vegetative strip split equally along the common boundary of the two proposed lots; and the installation or maintaining of a 30-metre wide vegetative buffer along the property line that separates proposed lot one from other adjacent properties.

Aquaculture application

Directors passed a motion to advise Front Counter BC that the regional district supports the Pacific shellfish aquaculture application submitted by Tla’amin (Sliammon) First Nation for approximately 24 hectares just off the southeast shores of Harwood Island.

Water licence

Directors voted to advise the ministry of forests, lands and natural resource operations that the regional district has no objection to a water licence being issued to Toba Montrose Hydro Inc. for the purposes of supplying domestic water to the East Toba facility provided the proposed works will not have a negative environmental impact on the Toba River and surrounding area.

Subdivision

Directors passed a motion to advise the ministry of transportation and infrastructure that the regional district supports a proposed single-lot subdivision application for a property in Southill Acres, subject to approval being granted from Vancouver Coastal Health and the establishment of a restrictive covenant for the protection of watercourses in accordance with the riparian areas regulation.

Parkland

Directors voted to enter into an agreement with an applicant to receive $18,250 in lieu of land to meet the five per cent park dedication requirement for a proposed subdivision in Area A.

Invasive plants

Directors agreed to contribute $2,000 to the Coastal Invasive Plant Committee in 2013, with funding to be provided from Areas A through E.
