Letters: Nature of the C licence

'Passengers were left behind because the ship was operating on a “C” licence. OK, I get that, but what we all would like to know: were the sailings intended to be a “C” licence, or did they become “C” because sufficient staff failed to show up?'

Passengers were left behind because the ship was operating on a “C” licence. OK, I get that, but what we all would like to know: were the sailings intended to be a “C” licence, or did they become “C” because sufficient staff failed to show up? 

In other words, who’s responsible for these service failures?  And, what is BC Ferries doing about it?
